How do I get my hair blonde without bleach?

I always dye my hair lighter and lighter, but it never come out the way I want it. I want my hair to be a blonde like Nicole Richie. I have curly thin hair. It's pretty healthy. My mom says I can't bleach it because it's going to fall out. What can I do to achieve blonde hair without bleaching it? Help please.
