The Sims PC game help?

okay well...i plan on purchasing the new Sims 3 for PC. I have a question though...how is it that some people can get ANY character in the sims pc game? like on youtube, there was Heath Ledger's Joker in it and i also saw a sim that was Hugh Jackman as Wolverine?!! How do you do that?
