Computer help!?

Ok, my sister keeps on downloading programs that once brought a virus to my computer. For example Ares, she downloaded it, and well it brought severl viruses and some spyware as well. I wanted to know is there any way i can block specific websites from the computer. and is there any way where it wont let her download any programs?
