Yu-gi-oh forbidden memories help?

Hey i was wondering on yugioh forbidden memories on psx When you win a duel it either says Pow or Tec I think and what does that stand for and mean ?? and how do i get s pow or tec because i havent got one yet and i need good cards Thx
