How do I sue someone in my county?

So my friend and I switched college dorms. Mine is $500 more per semester, so we agreed he would pay me the $1092 that i am now forced to pay b/c he wanted to live in my old dorm so bad. He admits he owes me, but it's been 2 months and he hasn't payed a penny, he keeps insisting he will, but i'm getting worried. I have facebook messages that proves he owes me b/c he admits to it in those messages. My question is, how can i sue him for the money w/o having to go on Judge Judy? Does every county have a courthouse? I live in statesboro, GA, so would i have to pay money to sue? Please tell me who to contact to file lawsuit. Lawyers don't seem necessary b/c he admits/i have proof.
